Budget negotiations continue to stall in Tallahassee as consideration of additional funding needs for COVID-19 have compounded discussions on a final budget. The House and Senate continued consideration of bills on the floor throughout Monday, complete with some fireworks.
- The House attempted to pass an amendment on HB 7103 (Sullivan) that spelled out policy surrounding teacher salary allocation distribution. The amendment would have required plans to be submitted to, and approved by the Commissioner of Education. In addition to other concerns within the language, “teacher” was defined only by 1012.01(2)(a) , excluding substitute teachers– this would exclude personnel outside of classroom teachers. The amendment failed on the floor, a rare occurrence for the majority party. The amendment would have had to pass by 2/3 vote because the bill was on Third Reading. The bill passed the chamber (without the teacher pay amendment) and is in messages to the Senate.
- After confirmation of four members having come in contact with individuals confirmed with COVID-19 at out of town conferences, both chambers were cleared to be sanitized while the members in question were placed in isolation and testing.
- HB 7079 by PreK12 Innovation, Aloupis passed the House Floor and has been received in messages. This is the bill dealing with school turnaround and assessments.
