Budget conference officially began yesterday at 2pm. The subcommittees will meet to exchange offers and close our budget negotiations until 1pm Monday. At that point, all unresolved issues are “bumped up” to the Appropriations chairs. Meetings are called with one hour notice, so our team is staying close to the Capitol this weekend. We’ll keep you informed on when education conferees meet and offers are exchanged. Information changes quickly and much of the details will not released until all decisions are made and the budget is released. We have not been given any indication yet if the FRS contribution rate will be funded. We speculate that until special appropriations project requests are funded and they know how much is left over, school district will not now how much, if any, funding will be provided for the FRS contribution.
Historically, education is not closed out until near the very end of conferencing and done by the full budget chairs and leadership. If that is the case this year, then it could be that education will not be decided unit the middle or even possibly the end of next week.
