The Legislature will hold a third round of Interim Committee Meetings this week. Education related Committees and Subcommittees will receive information on educator professional development, health concerns for student athletes, workforce development issues, and teacher compensation. Committees also will consider a few bills of interest, including bills relating to public records, athletic trainers, homelessness, and reporting abuse and neglect. In addition to these meetings, the Senate will convene a Special Session on Monday to consider Executive Order 19-14 which suspended Mr. Scott Israel from the Office of Sheriff of Broward County. The Senate Rules Committee will meet throughout the day to consider the Special Master’s report, comments from attorneys, and public testimony. The Senate will be in Session on Wednesday to consider the Rules Committee report.

Tuesday – October 22, 2019
The Senate Health Policy Committee will meet, 9:00 – 10:30 am, to consider the following item and others:
SB 226 – Athletic Trainers by Harrell
Revising the definition of the term “athletic trainer”; revising athletic trainer licensure requirements; revising continuing education requirements for the renewal of an athletic trainer license; requiring that the supervision of an athletic training student meet certain requirements; etc.
The Senate Children, Families, & Elder Affairs Committee will meet, 11:00 am – 12:35 pm, to consider the following items and others:

SB 7000 – Reporting Abuse, Abandonment, and Neglect by CFEA
Relocating existing provisions relating to the central abuse hotline of the Department of Children and Families; revising when a person is required to report to the central abuse hotline; providing penalties for the failure to report known or suspected child abuse, abandonment, or neglect; providing responsibilities for child protective investigators relating to animal abuse and neglect; requiring the Education Practices Commission to suspend the educator certificate of certain personnel and administrators for failing to report known or suspected child abuse, etc.
SB 68 – Homelessness by Book
Requiring that certain taxes of a specified amount be transferred annually to the Grants and Donations Trust Fund within the Department of Children and Families for the purpose of funding challenge grants; expanding the membership of the Council on Homelessness to include a representative of the Florida Housing Coalition and the Secretary of the Department of Elderly Affairs or his or her designee; increasing the maximum amount of grant awards per continuum of care lead agency; requiring each continuum of care, pursuant to federal law, to designate a collaborative applicant that is responsible for submitting the continuum of care funding application for the designated catchment area to the United States Department of Housing and Urban Development, etc.
