The Legislature will hold a 4th week of Interim Committee Meetings this week. The schedule is relatively light since none of the main education related committees or subcommittees will be meeting. However, bills and topics of interest that will be considered this week include public safety, facilities, the Florida Kidcare Program, and public records. In addition to these legislative meetings, the executive officers of Florida School Boards Association (FSBA), the Florida League of Cities (FLC), and the Florida Association of Counties (FAC) will meet on Monday for the annual Joint Officers Meeting to discuss issues of common interest including, among others, issues relating to sovereign immunity, legal issues, tax referenda, and ethics. Senators Rob Bradley (R – District 5) and Bill Montford (D – District 3) will also provide their insight on the upcoming Legislative Session.

Monday – November 4, 2019
The Senate Community Affairs Committee will meet, 4:00 – 6:00 pm, to discuss the following item and others:
SB 246 – Public Construction by Hooper
Revising the amount of retainage that certain local governmental entities and contractors may withhold from progress payments for any construction services contract; revising the amounts of retainage that certain public entities and contractors may withhold from progress payments for any construction services contract, etc.
The Senate Environment & Natural Resources Committee will meet, 4:00 – 6:00 pm, to discuss the following item and others:
SB 178 – Public Financing of Construction Projects by J. Rodriguez
Prohibiting state-financed constructors from commencing construction of certain structures in coastal areas without first conducting a sea level impact projection study; requiring the Department of Environmental Protection to develop by rule a standard for such studies; requiring the department to enforce certain requirements and to adopt rules, etc.
Tuesday – November 5, 2019
The Senate Health Policy Committee will meet, 10:00 am – 12:00 pm, to discuss the following item and others:
SB 348 – Florida Kidcare Program by Bean
Removing the lifetime maximum cap on covered expenses for a child enrolled in the Florida Healthy Kids program, etc.
The Senate Judiciary Committee will meet, 2:00 – 4:00 pm, to discuss the following item and others:
SB 162 – Public Records by Perry
Requiring a court to assess the reasonable costs of enforcement against an agency upon the court’s determination in an action for a declaratory judgment that certain records are not subject to a public records exemption, etc.
Wednesday – November 6, 2019
The House Criminal Justice Subcommittee will meet, 9:30 am – 12:30 pm, for a panel discussion on Using Technology to Advance Public Safety and Privacy
The House Business & Professions Subcommittee will meet, 1:00 – 3:00 pm, to discuss the following item and others:
HB 101 – Public Construction by Andrade
Revises amounts of retainage that local governmental entities & contractors may withhold from progress payments for construction services contract; revises requirements for DMS rules governing certain contracts; revises amounts of retainage that public entities & contractors may withhold from progress payments for construction services contract.
