The Legislature will hold a sixth, and final, round of Interim Committee Meetings this week to lay more groundwork for the 2020 Legislative Session that will convene on January 14, 2020. Several committees/subcommittees will consider bills addressing topics of interest including, among others, health and safety, curriculum, personnel issues, and school choice options. In addition, several appropriations committees/subcommittees will consider Member Appropriations Project Requests and/or receive presentations on Governor DeSantis’ budget recommendations for fiscal year 2020-2021. Please note that we have prepared a side-by-side comparison of current year funding and the Governor’s Recommended Budget and have posted it in the file titled “2020 Education Appropriations Information” on our FSBA Legislative Session page along with a short FEFP Summary. The House State Affairs Committee will meet, 1:00 – 3:00 p.m., to consider the following item and others:
HB 195 – Public Records by Rodrigues
Prohibits agency that receives request to inspect or copy record from responding to such request by filing civil action against individual or entity making request.
The Senate Education Committee will meet, 1:30 – 3:00 p.m., to consider the following items and others:
SB 376 – English Language Learners by Lee
Exempting certain English language learners from a specified graduation requirement; requiring such English language learners to meet other criteria to earn a standard high school diploma; revising school grade components to include certain English language learners who meet specified criteria, etc.
SB 418 – Workforce Education by Diaz
Revising the workforce education programs that school district career centers are authorized to conduct, etc.
SB 434 – Designation of School Grades by Montford
Revising the components on which a school’s grade is based, etc.
SB 486 – Florida Best and Brightest Programs by Bradley
Repealing provisions relating to the Florida Best and Brightest Teacher Program and the Florida Best and Brightest Principal Program, etc.
SB 534 – Education/Disqualification List by Diaz
Requiring the Department of Education to maintain a disqualification list that includes the identities of certain persons; requiring district school boards to investigate certain complaints and report certain results of such investigations to the department; prohibiting an individual who is on the disqualification list from being employed by a charter school or serving as a member of a charter school governing board; requiring certain private schools to adopt policies establishing standards of ethical conduct for certain employees, etc.

PCB PIE 1 — Prohibition Against Abuse of Public Position by PIE
Reenacts penalties for violations of the constitutional prohibition against abuse of public position; etc.

The Senate Community Affairs Committee will meet, 4:00 – 6:00 p.m., to consider the following item and others:
SB 504 – Local Government Public Construction Works by Perry
Requiring the governing board of a local government to consider estimated costs of certain projects using generally accepted cost-accounting principles that account for specified costs when the board is making a specified determination; prohibiting a local government from performing a project using its own services, employees, and equipment if the project requires an increase in the number of government employees or an increase in certain capital expenditures, etc.
The Senate Infrastructure & Security Committee will meet, 4:00 – 6:00 p.m., to consider the following item and others:
SB 178 – Public Financing of Construction Projects by J. Rodriguez
Prohibiting state-financed constructors from commencing construction of certain structures in coastal areas without first conducting a sea level impact projection study; requiring the Department of Environmental Protection to develop by rule a standard for such studies; requiring the department to enforce certain requirements and to adopt rules, etc.

SB 154 – Human Trafficking Education in Schools by Thurston
Revising the required health education in public schools to include information regarding the dangers and signs of human trafficking; specifying the minimum requirements of the human trafficking education portion of the comprehensive health education curriculum, etc.
The Senate Children, Families, & Elder Affairs Committee will meet, 2:00 – 4:00 p.m., to consider the following items and others:
SB 668 – Government Sponsored Recreation Programs by Book
Revising the definition of the term “child care facility” to exclude government-sponsored recreation programs; defining the term “government-sponsored recreation program”; providing an exemption for government-sponsored recreation programs from specified child care facility requirements, etc.
SB 828 – Florida ABLE Program by Benacquisto
Abrogating the future repeal of provisions relating to the Florida ABLE program, etc.

Requires Commissioner of Education to develop minimum criteria for nonpartisan civic literacy practicum & process to verify successful completion of such practicum; provides requirements for such practicum; requires SBE to annually designate public schools that meet specified criteria as Freedom Schools & establish criteria for designation as Freedom School; provides requirements for such criteria.
PCB PKI 1 – K-12 Student Athletes by PKI
Revising requirements for the availability of automated external defibrillators on school grounds; revising training requirements for certain individuals related to cardiopulmonary resuscitation and use of automated external defibrillators; requiring the Florida High School Athletic Association to establish certain requirements relating to student athlete safety; revising requirements for a specified medical evaluation; etc.

HB 441 – Public Procurement Services by DiCeglie
Revises maximum dollar amount for construction project continuing contracts; redefines term “continuing contract” to increase maximum dollar amounts for certain professional services; requires DMS to annually adjust statutory caps for continuing contracts by rule.
HB 491 – Disposition of Surplus Funds by Candidates by Payne
Prohibits candidate from donating surplus campaign funds to charitable organization that employs candidate.
